Latias is a Psychic/Dragon-type Pokmon introduced in the third generation of the Pokmon video game series. In Pokmon Emerald, Latias can only be found in the Southern Island. However, in order to access the Southern Island, the player must first defeat the Elite Four and become the Pokmon Champion.
Once the player has become the Pokmon Champion, they can speak to Steven Stone in Mossdeep City. Steven will give the player the Eon Flute, which can be used to summon Latias or Latios. To use the Eon Flute, the player must go to the Southern Island and play the flute in front of the large rock in the center of the island. Latias will then appear and the player can battle it.
