Berman established partnerships with institutional investors, including ING, Apollo Global Management and ING, that led to the purchase of over $100M in hotel properties, including the Warwick Hotel, Philadelphia, and the Radisson Hotel, Chicago’s O’Hare International Airport. He founded Catskill Development, LLC in 1996 and bought Monticello Racetrack. Berman was also working to build a casino in partnership with New York’s St. Regis Mohawk Reservation Tribe. Stanley Tollman, the founder of The Travel Corporation, gave Berman the task to manage Alpha Hospitality in 2002. This public company was directed by Tollman and was aimed at managing a casino for the Mohawk tribe. He merged Catskill Development and Alpha Hospitality to create Empire Resorts in 2003.

Berman started a project in 1993 that involved an Internet lottery venture with the Coeur d’Alene tribe of Idaho. This project aimed to bring Native American gaming into the Catskills. The federal approval for the St. Regis Mohawk Casino at Monticello Raceway was granted in 2000. This caused rivalry between regional casino owners, including Donald Trump. Trump funded an advertisement campaign that targeted the Mohawk tribe to stop the casino’s construction. Numerous newspapers carried anti-Mohawk advertisements, highlighting the negative effects that a Native American casino could have on the area. Donald Trump was hit with a $250,000 fine for secretly funding a campaign to oppose Native American casinos.
Berman and the Coeur d’Alene folks worked together in 1994 to create the National Indian Lottery through the Indian Gaming Regulatory Act. This project resulted in the establishment of the Coeur d’Alene Casino, Idaho, on land that was donated in trust to tribe. Berman also collaborated with the Mohawks to create a casino in New York’s Catskill region. The National Indian Gaming Commission approved in 1998 the plan to build and operate a casino on tribal lands. Instead, the Mohawks signed the agreement with Caesars Entertainment Corporation in 1999. This resulted in a multibillion dollar lawsuit that was ultimately dismissed.
From 2002 to 2005, Berman served as chairman and chief executive officer for Empire Resorts, a publicly traded NASDAQ (“NYNY”) gaming company. Berman is also General Partner of Avon Road Partners, LP a private entity that owns Real Estate and broadcast assets including WVOS (AM) & FM. In March 2016, Berman and James (Jim) McCarthy founded KeyStone Solutions, Inc.
