Cambodia is officially a multiparty democracy but in reality it “remains an one-party state dominated… by the Cambodian People’s Party, Prime Minister Hun Sen and Bun, Bun’s husband. Bun was a former Khmer Rouge official who has been in power since 1985. His reign has seen the most open doors for new investment, which have given Bun Rany and her cronies access to them.

Some of the highlights of her tenure thus far have been the establishment of five development centers located throughout Cambodia aimed at providing vocational and business training to women and the poor, organizing and delivering aid to victims of floods that regularly inundate Cambodia (2000, 2011 and 2013, among others) and efforts supporting the UN Secretary-General’s Action Plan for Women and Children’s Health.

As the former communist wife of a leader who is widely considered a despotic dictator, Bun Rany is not without detractors. For instance, in 2003 Noranarith Anandayath, adviser to Prince Ranariddh, accused her of politicizing the Red Cross, a worldwide organization whose reputation is founded on its political neutrality, by funneling money from her husband’s Cambodian People’s Party (CPP) to villagers during an election when parties were prohibited from “making gifts” to voters.

The Khmer Rouge started internal purges against disloyal people in 1977. Hun Sen, who rose to the rank Battalion Commander, became paranoid. He fled to Vietnam with his followers, where he joined a rebel army. The Vietnamese had organized a replacement government and an army to defeat the Khmer Rouge regime. Bun Rany, who was left behind was imprisoned in Cambodia by the Khmer Rouge. She would not see her husband again for almost two years after the Vietnamese invaded Cambodia, 1979. After defeating the Khmer Rouge, and occupying Cambodia in 1979, the Vietnamese appointed Hun Sen as Deputy Prime Minster and released Bun Rany. Bun Rany then started to organize orphanages and schools for those left behind by the genocide policies of the Khmer Rouge. Hun Sen was elected Prime Minister in 1985. This gave Bun Rany an opportunity to expand her humanitarian and economic work. She developed a close relationship with Chatichai Choonhavan (the Thai Prime Minister) during the post-1988 Thai-Cambodian rapprochement. They became involved in the rapid growth of illegal and legal trade between Thailand and Cambodia. As first lady, she became more aware of the plights of HIV/AIDS-infected people, as well as the plights of the poor and women. At the first congress of Cambodian Red Cross in April 1994, she was elected Vice President. Princess Eng Marie, the wife of Prince Norodom Ranariddh, was elected President. After Hun Sen had consolidated his power through violently exiling Ranariddh, Bun Rany was elected President at its second congress in 1998.

Rany met Hun Su (through Le Duc Tho), in March 1974. Hun Sen, who had joined the Khmer Rouge’s ranks in 1970, was the commander of most of the soldiers she treated at her hospital. The Khmer Rouge leadership prohibited fraternization among the people. They also strictly controlled every aspect of life, including marriage. Rany and Hun Sen had a romantic relationship through intermediaries, sometimes under the pretense that it was official Party business. Hun Sen requested that the Angkar allow a marriage in late 1975. However, despite his reputation for being a great leader, he was told to wait until Phnom Penh had been captured and the entire country was under Khmer Rouge control. Hun Sen lost his left eye in 1975, just before Phnom Penh fell. Bun Rany’s superiors deemed him disabled and tried to arrange for Bun Rany to marry a number of prominent Krouch Chhmar District men. All of them she rejected. Hun Sen’s superiors tried to find him a “more compatible” partner. They suggested, among other things, a twelve-year-old Party woman. Refusing to follow orders from their superiors resulted in a drop in esteem and suspicion about loyalties. The Angkar organized a group wedding ceremony for twelve injured and handicapped soldiers in 1976. They informed Bun Rany and Hun Sen that they could participate in this event. The small ceremony took place in remote locations with no family members. They were told that they would live in Memot District, where Hun Sen was stationed at the Vietnam border. Rany was to work long hours in Ponhea Kraek or Tboung Khmum. Bun Rany, who was a nurse in the Khmer Rouge, gave birth to their first child, Kamsot (meaning “sad”) on 10 November 1976. Rany claims that Rany dropped him by Rany later that day.

In October 1999, following the public assassination of popular Cambodian actress Pisith Pilika, the French magazine L’Express claimed that the actress’ diary recounted a love affair with Hun Sen and named Bun Rany as the mastermind behind the shooting; the magazine also claimed that on her deathbed the actress had named Bun Rany to several people. Bun Rany quickly denied these charges, and announced that she would press charges against L’Express for defamation. However, no charges were ever brought against l’Express.
